The Windham Company builds a granite mill known as the “East Mill,” and outfits it with new machinery. In addition, “The Company’s water power was augmented by the building of ‘a substantial stone dam across the river.’

The Windham Company is cited on child labor violations, though the charges were dropped. This encourages the planning and construction of the Willimantic Normal School, forerunner to Eastern Connecticut State University.
