Description
In 1771, a massive flood, combined with ice buildup, destroys five bridges in Windham. Due to their expense, the town refuses to rebuild them without help from the surrounding towns. After people complain to the Connecticut General Assembly about Windham's failure to rebuild their bridges. Though Windham appoints three men to argue their case to the assembly, Connecticut rules against them and passes a bill requiring the town to rebuild its bridges.
