Willimantic Becomes a Borough

Willimantic demands independence due to the difficulty of voting at Windham Green. Windham refuses to fully emancipate Willimantic and instead makes it into a Borough. The borough holds its first meeting in July. The new status helps Willimantic manage its highways and improve the town.
