Increase in Demand
During 1910 there was an increase in the number of students that were attending schools. This resulted in a need for more trained teachers to be taught in order for more teachers to be added into the system. More teacher training schools needed to be established and/or the ones in existence needed to be improved.
One of the issues discussed at the time was the demand for more dormitories at Normal Schools. Many believed that the overall living conditions of many of the students was unsatisfactory. However, this was not an easy need to accomplish because the cost of each building was around $75,000.
Shift in Ideology
In the period there was a transformation in the overall ideology of education. Teachers were no longer being looked at as the master of the classroom, but instead a guide for the students. They were now expected to encourage and teach the students the ways in which they should behave in the community. Teachers were responsible for teaching them how to become positive people in the community and how to show concerns for others. This caused problems for teachers because they had to readjust their teaching philosophies and classroom structures.
